The Salamander Squabble

The Salamander Squabble is balance for four 5th-level characters, and is part of the Memories of Ash campaign setting.

A settlement of rogue salamanders has been harassing the city of Smoulderdon. Before the economy topples, the party is asked to help. Can they save the city through a series of harsh negotiations, or will they have to eliminate the leader?
